This could be because one of the network devices (e.g., firewalls, NAT, routers, etc.) between your computer and the remote server is not configured to allow VPN connections. A couple of things to keep in mind with Vista VPN as compared to XP VPN from my endless Googling on this issue: MS CHAP v1 and PAP are disabled by default in Vista (they weren't in XP).
